Man sails not of his own accord toward the solid ground of Truth.
It is not that the truth changes, it is that man's comprehension of it is unstable. Man cannot comprehend what is not revealed to him. It is not that it is before his eyes that it is revealed to him. Man sometimes can have the truth right in front of him, yet he may see only lies. A statement that was once false may seem to become true and thus truth may seem to be changing, but in a complete view of truth the statement is, will be, and always was in the same position; it is just that man's limited perception is never anchored, but always adrift in the seas of experience, lead by an undertow of lies until a voice of truth speaks wind into his sails setting his course for a solid, infallible foundation amongst the unsettled, fictitious fallacies of his own design and fabrication.
